Mengapakah ini Penting?

Kemboja adalah antara negara anggota ASEAN yang kian meningkat naik baik politik dan ekonomi diperingkat Antarabangsa walaupun telah melalui zaman gelap regim Khmer Rouge yang memusnahkan keseluruhan sosio-ekonomi Kemboja

Ringkasan

Hun Sen adalah Perdana Menteri Kemboja yang ke-34 dan memegang tampuk kepimpinan Kerajaan sejak dua dekad yang lepas. Dibawah kepimpinan beliau, Kemboja kini mencatatkan pertumbuhan yang memberansangkan dengan purata 7.4% KDKK. Walaubagaimanapun, kejayaan ini dicalarkan dengan tuduhan Hun Sen bertindak sebagai diktator, penyalahgunaan kuasa serta kronisme dan nepotisme

Tidak ramai mengetahui yang Kemboja kini sedang pesat membangun. Ekonomi negara Indo-China ini berteraskan pertanian dimana pengeluaran dan pengeksportan beras menjadi sumber pendapatan negara Khmer ini. Disamping itu, Kemboja juga mempunyai salah satu daripada Keajaiban Dunia iaitu kompleks kuil yang terbesar di dunia, Angkor Wat. Hasil mahsul daripada Angkor Wat telah meletakkan Siem Reap sebagai salah satu bandar yang wajib dilawati oleh pelancong dari seluruh dunia.

Perdana Menteri Hun Sen telah memegang jawatan tertinggi Kerajaan sejak tahun 1993 dan ini telah menjadikan beliau sebagai salah seorang ketua kerajaan yang terlama memerintah. Di dalam tempoh ini, Hun Sen telah menjadikan Kemboja sebagai salah satu daripada negara anggota ASEAN. Kini dengan perlancaran Komuniti Ekonomi ASEAN 2015, Kemboja dikatakan akan menerima faedah yang sangat tinggi dan ia dapat menurunkan jumlah populasi miskin di negara ini secara ketara.

Tuduhan yang kurang manis ke atas Hun Sen ini mengingatkan kita kepada seorang negarawan ulung Malaysia, Tun Dr Mahathir Mohamed. Beliau adalah arkitek yang membawa Malaysia keluar dari kemiskinan dan mentransformasi ekonomi Malaysia kepada negara perindustrian. Pelbagai kejayaan yang membanggakan sehingga beliau dinobatkan sebagai ‘Bapa Pembangunan Malaysia’

Akan tetapi, kejayaan ini juga dicemari dengan pelbagai tohmahan dan tuduhan yang Tun Dr Mahathir menggunakan konsep ‘Machiavelli’ di dalam pentadbirannya. Pembangkang ditekan, Akhbar dan Media dikawal serta wujud persepsi penyalahgunaan kuasa serta nepotism dan kronisme didalam penswastaan dan pengagihan kontrak kerajaan.

Tampak kebetulan yang amat melucukan. Terdapat sebaran di Kemboja yang Perdana Menteri Hun Sen telah beberapa kali menjemput Tun Dr Mahathir ke Phnom Penh untuk berjumpa dengannya. Mungkin ini adalah sesi mentor-mentee diantara dua negarawan ini?

Lihat bagaimanapun, mungkin ada benarnya tindakan mereka. Rantau ini rantau yang istimewa. Ia mempunyai keunikan yang tersendiri didalam sosio-politiknya. Mungkin itu yang akan membawa Kemboja ke aras yang baru, diantara kuasa ekonomi Indo-China.

A SHORT ANALYSIS OF TWO TUNS ON MALAYSIA'S CONDITION TODAY

As a recognition and gratitude to our former Prime Minister, the Federal Government, by tradition endorse the 'Tun'ship to them.

Hence, we have Tun Hussein Onn, Tun Mahathir and Tun Abdullah. (Tun Razak was given the title during his premiership due to his contribution for Independence and formation of Malaysia)

I believe that the evolution of a nation or a civilisation must be analyse on two area; Physical and Mentality.

Nations like England and the USA took hundred of years so that both Physical development and mentality development run concurrently and supporting each other to produce a matured and great nation.

Tun Mahathir is a great statesman. None couldn't deny our 'Ayahanda' contributions and efforts to put Malaysia on the position of today. I believe most of Gen-Y youth owe to Tun Mahathir ability to propel an agriculture nation into a manufacturing powerhouse. The economy grew rapidly and now we enjoy most of his 'spark of genius' like KLIA, Petronas Twin Tower, PROTON, PUTRAJAYA, and many others.

I think, Tun Mahathir has taken a big decision and carefully calculated the risk of pursuing the 'grand ideas' above. He gave us a 'PHYSICAL' development that none of our PMs and Politician could match or even dream to match. HOWEVER, Tun Mahathir, for me somehow, relaxed a bit on 'MENTALITY' development.

The Rakyat's MENTALITY somehow couldn't catch up with Tun Mahathir's rapid 'hardware' successes. The proofs of this lagging are showing today, such as racial/ethnic disparity, income & wealth distribution and perception of low level Rule of Laws and Corruption. 

But I don't blame Tun Mahathir, I believe Tun has made the calculated risk and took a strong stand on his decision. I believe he decided all that knowing the fact that the country's PHYSICAL development is paramount for us to become COMPETITIVE and RELEVANT at global stage (wooing investor and create wealth for all)

Let us talk about Tun Abdullah Badawi (Pak Lah). Tun Pak Lah is a nice person. Loved by all during his ascendency to the top post and continue to drive the nation into a better future. We had a great 50 years Independence Celebration during his premiership and his notion on 'Modal Insan' is greatly applauded and supported.

I believe, when Tun Mahathir decided to name Tun Pak Lah as his successor, Tun Mahathir requested Tun Pak Lah to catching up his lagging on 'MENTALITY' aspect of the Rakyat.

Remember what Tun Pak Lah said during his earlier premiership "Tun Mahathir has left us with 1st World facilities, he has left us with great 'HARDWARE', and now I will focus on developing the 'SOFTWARE'". From that we could see that one of Tun Pak Lah primary objective of premiership is develop the Rakyat's Mentality in order to catch up with Physical.

Hence, Tun Pak Lah has spearheaded the 'Islam Hadhari' and 'Modal Insan' taglines and programs to lift the Mentality of the Rakyat into 1st World Mentality.

Tun Pak Lah has also gave us things Insititut Integriti Malaysia (IIM), that aimed to push Malaysian people into a high accountability and integrity society.

It seems like the understanding between the two Tuns is commendable and forward looking. It is acceptable that the 'gentlemen's agreement' between two giants really can add values and ensure the well being of the Rakyat.

Then, came the unthinkable. Issues like incompetence, poor performance and others have stop dynamic. A spark of disagreement between the two Tuns has became a big fire that none couldn't control nor ignore. 

Tun Pak Lah's role in ensuring the 'SOFTWARE' deliverable had somehow fade away and lost in translation. 

The much needed 'COMBO' of Physical and Mentality has stopped and until this very moment, none the politicians now wanted to re-ignite it. 

The Physical development such as Internet penetration and cheap & affordable smartphones have change the dynamic of the Rakyat contribute to a larger 'trust deficit' among the Rakyat especially along the 'ethnic' and 'racial' line. 

Now is the time we should re-look at the 'COMBO' seriously and sincerely. We still have time to achieve the much awaited 'Wawasan 2020' with each details of it materialised as we envisioned when we small and naive.

Wawasan 2020 shouldn't be look and chase based on the economic metrics entirely i.e Income per capita, real GDP growth and others. Wawasan 2020 vision is a single comprehensive and inclusive destination beyond the economic indicator. Wawasan 2020 is an identity, a compass of all Malaysian. 

Let us relive the dedication and determination of the two Tuns. We can do this. We will do this, and We will succeed

ASEAN, AEC and Awareness

  1. ASEAN is the shorter name for Association of South East Asia Nations. An inter-governmental organization comprising 10 independent and sovereign nations; Brunei, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam.
  2. Headquarters in Jakarta, Indonesia, ASEAN since 1967 has grown into a reputable and respectable association in the world and able to garner lots of interest from all 5 corners of the World.
  3. This year, 2015, the Chairmanship (or i called the host) of ASEAN is back in the hand of our Government, Malaysia. Well, that is my level of understanding on ASEAN before i joined the Malaysian Youth Parliament ("PBM")
  4. It is a well known fact, we learn most about ASEAN and its member nations in Geography and History classes. The teachers call it Curriculum Across Subjects (Kurikulum Merentas Subjek). Therefore, the Government needs not to form a specific group of teachers to teach and facilitate anything regarding ASEAN.
  5. As a product of PMR and SPM back in the 90s and early 2000s, i know that have at least an understanding of what ASEAN is all about and the resources of each the member nations. The problem is i learn those for the sake of passing the exams ONLY, not others.
  6. In later years, the leaders in ASEAN Summit decided that a COMMUNITY of ASEAN shall be established and we, the people of ASEAN will work together hand in hand, in achieving the ultimate regional PEACE, SECURITY and PROSPERITY.
  7. Fast forwards to today, in 2015, the region is on the hype of the establishment of ASEAN Economic Community ("AEC"), one of the three pillars of ASEAN Community. We can see that the Government of Malaysia now is in hyper drive whereby all known agencies related to economics and awareness are rigorously organizing events and programs related to ASEAN.
  8. The PBM also, mandated through International Relations and Diplomacy Committee ("IRD") also put ASEAN as the cornerstone of its agenda in 2015, where you can see any motions and programs must be circulated on ASEAN.
  9. These developments sometime can be good but most of the time reaps a disappointing result when 2015 is over.
  10. My latest engagement as the IRD Commitee members is a roundtable discussion with the ASEAN Malaysian National Secretariat ("AMNS") of Wisma Putra. Together with the Malaysian Youth Council ("MBM"), we concluded that the awareness on ASEAN is dangerously low in Malaysia compared to other ASEAN member nations.
  11. Together with my IRD Committee Chair, Mr Asyraf Adlan, we found that the awareness campaign lately can be taunted as "Last Minute Push" by the Government and its agencies to educated the Malaysian on ASEAN and AEC.
  12. Some of roundtable participants shared his opinion that the way the agencies explain about ASEAN is deemed "TOO HEAVY" and reduce the interest among our Rakyat to take in interest about it, let alone UNDERSTANDING it.
  13. I shared with the participants my own experience where i attended an ASEAN Youth Dialogue in Malaysia's Top University and shocked myself with the fact, some of undergraduate student dont know about ASEAN and never heard about AEC.
  14. In addition to that, i met with YOUNG PROFESSIONALS, working with top Oil and Gas companies in Malaysia also dont know about AEC.
  15. In 2011, me and my MBA colleagues of mine, Abg Zahrain of MOF, went to National Institute of Development Administration  ("NIDA"), a reputable post-graduates institution in Bangkok, Thailand, for a conference. After we presented our case in front of the professors and peers, one of them requested us on Malaysian Corporate Governance standards. We asked back why she needs it. She replied that her faculty has been actively research and prepare their student and the Thais of AEC.
  16. YB Deputy Foreign Minister, Hamzah Zainuddin also agreed that we, Malaysia has the lowest awareness on ASEAN and Cambodia sits on top of all.
  17. During the course as the IRD Committee, we initiated many formal and informal engagement series with our stakeholders and Youth as our primary one, showed that Malaysian Youth didnt care about ASEAN and AEC because they feel the effect and impact of the Organization and the Economic Integration would be minimal or close to none for them.
  18. Indeed, this is a worrying situation for us all. The Malaysian Youth should know that once the AEC is announced, gradual changes in job markets and professional employment will impact their life. The Mutual Recognition Arrangements ("MRA") of 8 professionals career will open up the current job market to talents from Singapore, Thais, Indonesian and Philippines, who i feel have better command in English, will flood into Malaysia.
  19. It is without a doubt that Malaysia now has a significant numbers of immigrants for the constructions, plantations and retails sectors. The AEC and MRA will facilitate the highly educated ad skilled talents to work in Malaysia's corporations.
  20. My point is although the downside of AEC is exist, the benefits also clear and present for Malaysian Youth. Despite worrying the flood in of talents that will disrupt the local job markets for our home-grown graduates, there is huge potentials these talents are able to move out from Malaysia and create wonders, gather experience and create wealth in the rest of ASEAN's countries.
  21. All these advantages will only understood by our Malaysian Youth, if and only if they have adequate knowledge and understanding of ASEAN and AEC. 
  22. We should relook and revise our plans for ASEAN awareness among our Rakyat especially Youth. There is a legitimate doubt that all the hype will subdue after 2015 ended and many agencies started to withdraw themselves from ASEAN post ASEAN Summit 2015. 
  23. We should re-structured back our education system so that it will incorporated the ASEAN Curriculum. We should inform and educate our young ones in the primary school about ASEAN, We need to further strengthen our secondary school chaps knowledge on ASEAN and ASEAN Community. We have to solidify the ASEAN Community knowledge and its 3pillars into our tertiary students so that they are the nurturer of ASEAN Values.
  24. We have to do it in sustainable manner and we must do it together. No more only Wisma Putra and MITI have to do all the job. No more RTM, JPEN and Astro ASEAN-Go only for the media awareness. It must be embedded into our core elements of a nation's development. EDUCATION, EDUCATION and EDUCATION.

Jurnal APBM : APBM Selangor, HAD, Sidang 1 PBM, Usul-Usul.S

  1. Perjalanan sebagai Ahli Parlimen Belia Malaysia ("APBM") sememangnya penuh cabaran dan keseronokan. Saya dan sahabat-sahabat APBM Selangor kini telah sepakat untuk bergerak atas nama Kelab Ahli Parlimen Belia Malaysia - Selangor bagi memudahkan pergerakan dan penganjuran program. Mohon pembaca dapat ke laman facebook kami.
  2. Selain itu, saya diamanahkan untuk berkhidmat di Jawatankuasa Hubungan Antarabangsa & Diplomatik ("HAD"). Alhamdulillah, ahli-ahli kami terdiri daripada bakat dari pelbagai bidang dan pengalaman. Di bawah seliaan bersama saudara Asyraf Adlan sebagai Pengerusi dan saya sebagai Setiausaha, HAD mempunyai impian untuk menjadi Jawatankuasa contoh dan diiktiraf dalam dan luar negara.
  3. Sewaktu kami di HAD menerima amanah ini, kami sepakat bagi menyokong Kepengerusian ASEAN oleh Malaysia pada tahun ini dan pengisytiharan Komuniti Ekonomi ASEAN, HAD akan menumpukan usul-usul yang hendak dibawa ke Sidang Parlimen Belia Malaysia "PBM" dan program-program anjuran, berfokuskan ASEAN.
  4. Maka bermula tugas kami. 
  5. Penyelidikan fakta dan statistik, pembacaan laporan-laporan, deklarasi-deklarasi, keratan-keratan akhbar, pendapat-pendapat kolumnis dan akademik berkaitan ASEAN dan rantau Asia Tenggara, ini adalah makanan kami untuk tempoh 1 bulan sebelum Sidang PBM.
  6. Disamping itu, dengan bantuan sahabat-sahabat HAD seperti APBM Sarawak, saudara Syed Nizamuddin yang kini bertugas di Wisma Putra sebagai diplomat muda, dan rangkaian kenalan saudara Asyraf di Kementerian MITI, kami berjaya menghasilkan 3 usul yang kami rasakan dapat memberikan impak kepada pelaksanaan Komuniti ASEAN dan belia-belia Malaysia.
  7. Usaha kami juga tidak melupakan stakeholders utama kami, iaitu belia-belia di Malaysia. Kami telah berjumpa dengan sebuah gerakan serantau anak muda di Malaysia iaitu ASEAN Youth Leaders Association (AYLA-Malaysia). Mereka menggariskan 2 perkara utama yang pimpinan belia mahu dari ASEAN; Active Engagement by the Governments of ASEAN and Active Empowerment in Decision Making at Regional Level.
  8. Sidang 1 berjalan lancar dan berhasil, 2 daripada 3 usul dari HAD telah dibahaskan di Dewan Parlimen Malaysia. Kedua-duanya diluluskan oleh Sidang dan telah diangkat ke peringkat Majlis Jemaah Menteri Malaysia (Kabinet Malaysia).
  9. Alhamdulillah, kedua-duanya telah diterima dan kini disamping persediaan usul-usul baru untuk Sidang 2 yang dijangkan pada bulan Mei 2015, kami juga kena masih melobi dan memastikan pihak-pihak yang bertanggungjawab untuk merealisasikan usul-usul kami.
  10. Penat sememangnya penat tapi amat memyeronokkan. Sahabat-Sahabat Selangor dan HAD yang sentiasa membantu dan menyokong. Ayah dan Mama yang memahami, rakan-rakan lain yang turut  membantu memberikan buah fikiran dan idea, semuanya amat dihargai dan diingati sampai ke akhirnya.

Kini HAD di dalam proses untuk membentangkan 2 usul sidang ke-2, sahabat APBM Johor 03 dan HAD saya, saudara Taufiq akan menyentuh mengenai Pendidikan dan ASEAN. Selain itu, Kaukus APBM Selangor dibawah pimpinan saudara Idzham Mohd Hashim juga gigih untuk memastikan APBM-APBM Kaukus Selangor untuk sentiasa di dalam keadaan terbaik untuk berbahas dan berhujah untuk Sidang 2.

Disamping itu, tempoh hari, Sabtu 28 Februari 2015, sudah sekian lama, akhirnya aku bersua, berdepan mata juga dengannya. Harap ini adalah permulaan untuk lebih banyak pertemuan di masa hadapan. Aku gembira.

LET YOURSELF SURROUNDED BY TALENTS ACROSS SECTORS/INDUSTRIES.

I have little time to write new piece. Tie-up with the new responsibility. However, to my "readers", i share with your, some of my earlier job for your amusement. Enjoy

At about a month ago, my mentor texted me and asking whether we could meet. Lots to catch up, he said. Out of many great men I know, my mentor is for me, one of the most respected and talented man. Abg Zahrain.

He used to be my classmate during my MBA time at UNIRAZAK. He is a PTD, a senior officer from the sacred line of elite and multi-talented public sector scheme. As I have utmost respect with this sacred profession through my father, Mr Omar Mohamed and baby brother, Azam, for them were/are PTDs, Abg Zahrain solidified my believe that those who hailed from this elite group, are indeed brilliant and important backbone of nation's development.

Abg Zahrain as a brother, up until know, advising me and supporting me. I always consult with him on my life, career and sometime love. And as a big brother that I never has, he always there for me. I thank Allah SWT for giving me such a mentor/brother/friend like him.

So, a month ago, he texted me. Usually, when he texted and asking for a meeting, he wanted to know or confirm on something. Back then, MAS issue is started to gain media attention. Many became analyst and provide "expert" opinion about that matter. Well, since we graduated from our MBA, Abg Zahrain reach me when it come to MAS. One day, both us through phone, scrutinising MAS Cash Flow Statement in order to understand more. Abg Zahrain's job is very sensitive and he is entrusted to advise and support one of the three pillar of Perkhidmatan Awam, I personally called them the "Three Kings" of PTD.

So, again, without fail, during the Khazanah's proposal to de-list MAS and taking it private, Abg Zahrain asked my opinion on what could be Khazanah's suggestions, some of his ministry's suggestions and potential impact to the industry and nation as a whole.

Then, I remembered, that I have a bestfriend, who is very passionate about MAS. My friend, Syairazi has very unique feelings towards MAS. If PTD has a sentimental value towards me, for Syai, it is MAS. His father is a long-time MAS employee and evidently, he feels that he grew up and becoming a man right now is partly reasons from MAS. Syai has a lot of ideas and opinion about MAS's revamp and "true north" direction. He once served as an executive in MAS, and directly mentored by the great Danny Rashdan, MAS's former Executive Director and Khazanah's top corporate strategist.

Due to his extensive experience on MAS, I feel I have to let Syai express his opinion to Abg Zahrain. So I had an idea to gather and group certain personnel that I know possessed great exp in private and public sectors. So I created the Whatsapp group and invited Abg Zahrain, Syai and many others.

In that group, I manage to persuade my other friends that hailed from great companies in Malaysia. Petronas, Axiata, Malakoff and Proton to name few. In that group, I realise I am a friend to all this people. I am blessed with these great minds to help me and support me. I have friends from various industries, be it Oil and Gas, Telco, Power Utilities, Automotive, HR services, Banking and Investment, PTDS and others.

In that group, we discuss extensively on MAS, carefully dissecting the rumors and reports. Syai shares his exp on MAS operation, and debated on many ground such as financial, ethical, moral and nation's building. The gain I received is monumental, as views from many angles are discussed, debated and reviewed. All this provide a unique insight for Abg Zahrain and others later on.

I plan to keep the group open. I called "Strategic Advisory Chat". Next in hand is the budget, most of the group's team members are in the "upper middle income" and few already in the "high income" bracket. Budget usually invited many voices of different tone. I hope the group will be the place for us to discuss and benefit each others.

As for myself, I am honored and lucky to have these talents around me. I feel so lucky and proud to have this group of great minds as my friends. They are my counsellors, think-tank and advisors. I am forever indebted by their genuine expertise and knowledge. I know by surrounding myself with this great minds, I will be well informed, well connected and well updated. It is good for the long run and a great motivation to upgrade myself in order to reach and be at par with them.

KERAJAAN HARUS DENGAR SUARA HATI BAKAT-BAKAT MUDA DI DALAM PERKHIDMATAN AWAM.

As-salamualaikum dan Salam Sejahtera,

Rakan-rakan...

Hujung minggu ini, satu keluarga dapat berkumpul. Niatnya untuk menyambut sambutan hari Ulang tahun adik yang terlepas tempoh hari. Adik lelaki saya serta isteri dan anak2 nya turut hadir. Alhamdulillah, dapat lepas rindu yang amat pada anak2 buah saya.

Untuk makluman rakan-rakan, keluarga saya hanya keluarga sederhana, kelas menengah. Ayah dan Mama saya persara kerajaan. Adik lelaki saya kini menyambung kerjaya murni Ayah saya sebagai seorang PTD di Putrajaya. Adik perempuan saya juga penjawat Awam di Kuala Lumpur. Hanya saya yang tidak berpeluang berkhidmat di sektor awam.

Sempat berbual dengan adik lelaki saya mengenai peluang kempen Parlimen Belia saya. Adik saya adalah PTD muda yang berbakat, saya yakin beliau akan memberikan nilai tambah yang terbaik untuk kementeriannya.

Kami menyentuh mengenai kebergantungan tinggi Kerajaan terhadap Perunding-Perunding Pengurusan (Management Consultants) seperti PEMANDU, McKinsey, BCG, Ethos dan lain-lain, di dalam pembuatan dasar yang selama ini dilaksanakan sepenuhnya oleh pegawai-pegawai PTD dan lain-lain professional di dalam sektor awam.

Ayah saya, seorang bekas PTD juga memaklumkan, dahulu, di era Tun Mahathir, Tun sendiri amat percaya pada PTD/Penjawat Awam untuk membantu kabinet merangka dasar negara. Tan Sri Ramon Navaratnam, bekas KSU and PTD yang terkenal, Tan Sri Sulaiman Mahbob, bekas Ketua Pengarah EPU dan PTD, juga mengesahkan, dahulu sekiranya pihak Kerajaan tidak mempunyai kepakaran sesuatu isu, barulah perunding luar digunakan.

Hal ini membimbangkan ramai PTD-PTD muda. Saya mempunyai ramai rakan-rakan PTD, hampir semuanya bersetuju dan bimbang trend ini akan berterusan dan mereka hilang relevan di dalam pembuatan dasar nasional.

PTD-PTD muda kebanyakan dilantik dari kelompok yang terbaik dikalangan terbaik. Sebahagian besar adalah graduan tajaan JPA dari Universiti-universiti tersohor dari merata dunia. UK, US, German, Perancis, Jepun, Korea, India, Belanda. Ada antara graduan dr institusi ulung seperti Harvard, Cambridge, Oxford, MIT, Chicago, INSEAD, Tokyo Universiti dan lain-lain. Saya yakin, kemahiran dan ilmu pengetahuan mereka, Jika tidak sama, mungkin hampir dengan peruding-perunding muda di Ethos, McKinsey, BCG dan lain-lain.

Saya tidak menghalang penglibatan nama-nama besar ini. Saya mempunyai rasa hormat yang tinggi kepada perunding-perunding ini. Saya tahu, sebab saya pernah menjadi perunding muda kewangan korporat. Saya tahu lenggok nada, irama serta linggo yang mereka gunakan.

Kegusaran saya hanya Jika pihak Kerajaan kurang mendengar dan menghargai PTD-PTD muda kita. Mereka ini amat bersemangat, naive kadang-kadang tapi ramai yang ikhlas membantu negara. Saya harap Kerajaan memandang Serius perkara ini. Angkatlah suara, pandangan dan kemahiran

PTD-PTD dan penjawat awam muda kita. Jadikan mereka penggerak, nadi intelek di dalam setiap, kementerian dan agensi. Gunakan mereka sebaiknya, semaksima boleh, latih dan bentuk budaya inovasi dan tidak mudah menyerah kalah, untuk Perkhidmatan Awam yang mapan dan berprestasi tinggi.

RUMAH TRANSIT UNTUK BELIA MALAYSIA


Panel Pemikir peribadi saya, pada hari ini telah mengangkat satu isu yang amat dekat dengan belia. Seperti yang semua sudah maklum, perumahan belia akan menjadi isu utama bukan sahaja di peringkat Parlimen Belia. Ia juga akan menjadi isu pokok bagi Pilihanraya Umum yang ke-14 kelak.

Kos sara hidup yang meningkat, kadar kenaikan gaji pekerja yang rendah, pembayaran PTPTN yang dikatakan mengganggu gugat aliran wang bulanan dan kekurangan pekerjaan yang bergaji tinggi adalah contoh mengapa belia-belia, khususnya yang baru bergraduan dan berumah tangga menghadapi kesukaran untuk memiliki hartanah pertama.

Panel Pemikir saya berpendapat, pelaksanaan Rumah Transit bagi belia-belia yang baru berkahwin dan berpendapatan rendah harus diperhalusi dan tidak dilaksanakan sambil lewa tanpa mengambil kira impak jangka masa panjang. Perkara seperti gaya hidup dan mentaliti belia-belia khususnya bumiputera harus diberi penekanan kerana rancangan ini akan menghasilkan "adverse effect".

Saya bersetuju dengan mereka, walaupun niat baik Kementerian Perumahan, Kerajaan Tempatan dan Kesejahteraan Bandar harus dipuji. Usaha Rumah Transit ini dilihat sebagai penyelesaikan jangka pendek sahaja. Kerajaan harus memberi perhatian khusus bagi meningkatkan pemahaman belia yang baru berkahwin untuk lebih BIJAK menguruskan kewangan masing-masing.

Konsep Sewa-dan-Keluar ini pada rohnya adalah untuk membantu belia-belia baru berkahwin/bekerja untuk menyewa dan pada masa yang sama mengumpul dana untuk "Down-Payment" pembeliaan hartanah selepas mereka tamat kontrak sewaan dengan Kerajaan. Model ini akan berhasil sekiranya, semua peserta benar-benar mengikut saranan Kerajaan untuk mengumpulkan dana.

Salah seorang Panel Pemikir saya berkongsi pengalaman keluarganya sendiri yang membina beberapan unit rumah seluas 700 psf, 2 bilik dan 1 bilik air, untuk disewakan 10-15 tahun yang lepas dengan kadar sewa bulanan RM 200. Berdasarkan rekod beliau, daripada 8 penyewa, hanya 3 telah memiliki rumah sendiri, 2 masih kekal menyewa dan 3 berpindah/menyewa rumah-rumah lain bagi menampung saiz keluarga yang bertambah.

Data ini amat memeranjatkan. Perbincangan mendalam dibuat, kami menyimpulkan, pihak Kerajaan juga harus mengambil kira mentaliti peserta program rumah transit. Harus diberi pendedahan mengenai pengurusan kewangan yang bijak, bagi mereka benar-benar mengumpul dana. Kita tidak mahu melihat kes tersebut berulang lagi.

Walaupun sistem kontrak sewaan itu jelas menunjukkan mereka harus keluar selepas tamat tempoh, kita tidak harus lupa yang kita insan, pastinya akan ada yang memohon untuk mendapatkan lanjutan sewaan melalui pelbagai cara waimah kaitan politik, kaitan dengan DBKL dan bermacam lagi.

Oleh yang demikian, disebalik sokongan prinsip saya dengan kaedah Rumah Transit ini, saya berharap agensi-agensi yang berkaitan termasuklah pemimpin-pemimpin belia dapat memberi penekanan kepada program Literasi Kewangan bagi membantu belia-belia kita memahami kepentingan pengurusan Kewangan bijak. Mereka dapat menghormati niat baik Kerajaan dengan mengumpulkan dana "Down-Payment" yang diharapkan, serta keluar pada masa yang ditetapkan untuk membantu adik-adik mereka yang bakal keluar bekerja dan berkahwin kelak.

Jangan jadikan ini sebagai "permanent solution", untuk pemilikan hartanah belia, tetapi salah satu alat membantu mengurangkan bebanan kewangan belia. Disiplin dan kesedaran supaya berusaha lebih kuat dan TIDAK mengharapkan bantuan KERAJAAN SEMATA-MATA. Jangan kita didik belia-belia kita khususnya belia BUMPUTERA sebagai belia yang MANJA.
